Master Prioritized Sprint Plan (March 2026)
Status: active for already-in-flight cross-lane work; WAP 1.2.1 completion is governed by the compliance program

Planning horizon: 3 consecutive sprints
This plan resolves priority collisions for work already in flight. For new
WAP 1.2.1 work and any completion/conformance claim, the dependency authority
is docs/waves/wap-1.2.1-compliance-program.json, summarized by
docs/waves/WAP_1_2_1_PLANNING_BASELINE.md.
Priority Model
- P0: unblock and close committed bedrock compliance tickets already in the active sprint lane.
- P0: close networking dependency chain required before protocol-native implementation blockers can move.
- P1: close already-active runtime/compliance work before starting fresh feature breadth.
- P1: keep transport/security follow-up work limited to deferred depth or newly discovered blockers.
- P2: run maintenance in parallel only when it does not starve P0/P1.

WAP Compliance Rebase (2026-07-24)
Source/spec planning for the selected WAP-215 Class C profile is complete: 198 selected parent rows, 761 planned clause fixtures, and a 13-sprint/79-item execution program. The conservative implementation snapshot is 23 implemented, 77 partial, and 98 missing parent rows; clause-level assessment is 161/761.
Use this order for new completion work:

Goal

Sprint 2 Review: Networking Protocol-Core Blockers
Goal
Close protocol-native transport P0 blockers and make replay harness work executable.

Goal
Finalize replay-driven promotion evidence and close explicit WTLS boundary posture.

Targeted Sprint Recommendation: Runtime Fidelity + Debug Boundary Reset (2026-03-15 onward)
Goal
Now that the interactive forms lane and browser responsiveness remediation are landed, shift the active sprint back toward runtime correctness closure and the next planning-ready boundary definition.

- History/session fidelity gaps are reduced without reopening the now-stable form/browser responsiveness lane.
- Timer/dialog runtime semantics are host-integrated and deterministic.
- Debug connector architecture is contract-ready before another host-boundary migration starts.
- A fresh planning cycle is only needed once those three items materially change the execution picture.
Parallel Follow-on Sprint Recommendation
Current recommendation after all merged implementation workstreams:
- Mapping/evidence lane: preserve
WML-201’s completed 76-row evidence projection and 174/174 direct WML-clause mapping. - Engine lane, first: preserve completed
WML-202access-policy, root-language, and card-context evidence (30/30 direct clauses), then close the residual mandatoryWML-204vdata/HREF conversion and field/control validation gate without reopening WML-202 history. - Engine lane, next: close
WML-203mandatory prologue and DTD content-model enforcement, then extendWML-205’s deterministic load taxonomy across remaining element errors and host fetch/access failure atomicity. These residual WML-2 slices overlap parser/runtime validation tests and should land serially. - Transport lane: preserve the completed schema-v2 selected WDP replay

Capacity and WIP Rules
- Max two concurrent P0/P1 tickets per lane (
engine,transport,browser). - Never start P2 work when any P0/P1 ticket is
blockedwithout an owner-assigned unblock action. - Maintenance tickets may run in parallel only when they do not delay P0/P1 acceptance gates.
Weekly Operating Cadence
- Monday planning sync: confirm active ticket set and dependency risks.
- Mid-week gate check: verify test evidence and cross-board status sync.
- Friday closeout: update

Change-Control Rule
If a new high-priority ticket appears, insert it into this plan by explicit priority tier and dependency impact; do not bypass current P0/P1 gates without documented reason.
